About Article One Consulting

Boyce Ginieczki, Ph.D.

President and CEO of Article One Consulting, Boyce Ginieczki, Ph.D., spent over 33 years in federal service, most notably as Director of Congressional Affairs for AHRQ, where he served as chief legislative liaison to Congress and HHS while helping secure the agency's largest funding increase in a decade, grow its Patient Safety program, and launch its Long COVID Care Network. Before AHRQ, he worked on Capitol Hill and led government relations for a national local-health-officials association, and he holds a Ph.D. in public administration from Virginia Tech, where he has also taught health policy.
