Boyce Ginieczki, Ph.D. of Article One Consulting

Boyce Ginieczki, Ph.D. has over 33 years in federal service—spanning both the Legislative and Executive branches.

Boyce served as the Director of Congressional Affairs for the U.S. Department of Health and Human Services’ (HHS) Agency for Healthcare Research and Quality (AHRQ). In this capacity, Boyce was a senior advisor to the Agency’s Director and Deputy Director on all legislative matters and was the principal liaison between the AHRQ, Congress, HHS legislative offices, and the Agency’s external stakeholders.

Boyce played a major role in securing funding, developing legislative and policy proposals, and building and maintaining strategic partnerships for AHRQ. His major accomplishments include:

  • Helping to reauthorize AHCPR’s statute and renaming it AHRQ.

  • Establishing the Patient Safety program and helping it grow into AHRQ’s largest portfolio.

  • Helping AHRQ receive an increase of 6.6 percent in fiscal year 2023, the highest increase for AHRQ in over a decade.

  • Facilitating the creation of AHRQ’s Long COVID Care Network.

Boyce began his career at AHRQ as a legislative analyst and served in various roles throughout his tenure at the Agency including serving as AHRQ’s acting Deputy Director.  Boyce also had the opportunity to serve on detail as a congressional appropriations liaison with HHS’ Office of the Assistant Secretary for Financial Resources, in which he provided outreach and technical assistance to the House and Senate Appropriations Committees during the 2014 Ebola outbreak and the roll out of the President’s FY 2016 budget submission for HHS programs to Congress.

Prior to working in the Executive Branch, Boyce served as the Director of Government Relations for the National Association of County and City Health Officials where he was the “voice” on Capitol Hill for local health officials nationwide.  During his time with NACCHO, Boyce helped establish an office of federal relations within the organization.   

Boyce started his career with the U.S. House of Representatives, serving as the Legislative Director to former U.S. Congresswoman Marilyn Lloyd of Tennessee.  

Boyce holds a Ph.D. in public administration and public affairs from Virginia Tech, where he also has served as an adjunct member of the faculty teaching courses in health care policy.
